The Trinity County Board of Supervisors welcomes you to its meetings which are regularly scheduled for the first and third Tuesday of each month, unless altered to accommodate a holiday, starting at 9:00 a.m. at 351 Main Street, Weaverville, California.

 

This Board Agenda contains a brief, general description of each item to be considered. Supporting documentation is available online at www.trinitycounty.org, at the County Administrative Office located at 11 Court Street, Room 230, Weaverville, CA, during normal business hours, and in the Public Packet at the rear of the Board Chambers during the meeting.

Members of the public wishing to present documents to the Board of Supervisors during the meeting must submit ten (10) copies to the Deputy Clerk of the Board.

 

During the meeting the Trinity County Board of Supervisors may take action sitting as the Board of Supervisors and as the governing body of: The Trinity County Transportation Commission, the In-Home Supportive Services Authority, the Consolidated Transit Services Agency, the Trinity County Board of Equalization, the Trinity County Housing Authority and the Solid Waste Local Task Force.

3.CONSENT CALENDAR
These items include routine, non-controversial matters and will be acted upon by the Board by one, roll-call motion. If a member of the public has any questions or comments on an item on the consent calendar, they may provide them now. A member of the Board or Staff may request an item be pulled and considered separately.
Auditor/Controller
3.1Approve amendment number 6 to the agreement with Carrel's Office Supply. Updating Attachment A to the maintenance contract for three additional copiers to be added.
No impact to the General Fund; copier trust incurs all expenses.
Board of Supervisors
3.2Authorize the Chairman to sign a letter supporting Trinity High School's request for funding an all-weather track.
No fiscal impact.
Child Support Services
3.3Approve amendment number 9 to the agreement with Calserve, Inc. extending the term to March 1, 2024, updating exhibit B "Fee schedule" and increasing the maximum cost by $15,000 to serve legal documents on behalf of the North Coast Regional Department of Child Support Services.
No impact to the General Fund as this is a budgeted line item in the annual child support budget.
3.4Approve amendment number 13 to the agreement with ANGELA'S CUSTODIAL SERVICE, extending the term to January 31, 2024, substituting the Exhibit B from amendment 11 with new Exhibit B and increasing the maximum cost by $4,034 to provide janitorial services to the child support office at 850 B Main Street, Weaverville, CA.
No fiscal impact to the General Fund as expense is allocated in the child support budget.

Adopt resolutions confirming the continuance of the following local emergencies in the County of Trinity:

  • Local emergency due to drought conditions;
  • Local emergency due to flash flooding and debris flow following the October 19-21, 2021 rains;
  • Local emergency due to the December 2021 winter storm event;
  • Local emergency due to the River Complex Fire; 
  • Local emergency due to the 2021 wildfires; and
  • Local emergency due to the 2022 Lightning Fires - Six River Lightning Complex.
No fiscal impact.
3.6

Adopt resolutions confirming the continuance of the following local health emergencies in the County of Trinity:

  • Local health emergency due to hazardous material concerns resulting from the 2021 fires;and
  • Local health emergency due to hazardous unhealthy debris and air quality concerns caused by the 2022 Lightning Fires- Six Rivers Lightning Complex.
No fiscal impact.
3.7Approve the regular meeting minutes of June 21 and Special meeting minutes June 28, as submitted by the deputy clerk. 
County Administrative Office
3.8Approve amendment number 3 to the agreement with Rodney Craig Goodman Jr. increasing the maximum cost by $80,000 and modifying the term of agreement to be auto-renewable to provide assistance in developing the annual budget for the County and to perform a countywide fee study.
Up to $54,000 per year for budget development services and an additional $80,000 for the countywide fee study from Administrations budget.
Health and Human Services
3.9Approve an agreement with The Disability Law Office of Kay Tracy, Esq. to provide legal representation for Social Security Disability claimants in compliance with the Housing and Disability Advocacy Program for Trinity County.
No impact to the General Fund; up to $42,000 from Housing and Disability Advocacy Program allocation.
Sheriff
3.10Adopt a resolution executing the Facility Sublease, and execute the sublease between the Board of State Community Corrections (BSCC),  and the County of Trinity.
No fiscal impact.
4.PUBLIC HEARINGS
Board of Supervisors
4.1

1. Waive the provisions of the goverance manual requiring a motion of reconsideration be made durning the same meeting as the item that passed;

2. Discuss and/or approve a motion to reconsider item 6.7 form the Janurary 3, 2023 meeting regarding a planning commission decisision appeal on planning file P-22-19; and

3. If motion to reconsider is approved, reconsider the  Board's approval on the appeal hearing to upholding, modifying or overturn the Planning Commission's determination that application P-22-19 was complete with the submittal of vesting deeds and proof of legal access to Parcel C for the submitted exhibit.

No fiscal impact.
Building and Development Services
4.2

Conduct a public hearing  to consider taking the following actions concerning the County Buildings and Construction Ordinance (Title 15).

 

  1. Find the adoption and implementation of this ordinance to be exempt from the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15061(b)(3), common-sense exemption, which applies to projects where the activity will not result in a significant effect on the environment.
  2. Introduce and waive the reading of an ordinance establishing Trinity County Code Section 15.26 regarding Electric Vehicle Charging Station Permit Expediting.
No fisacl impact.
5.COUNTY MATTERS
These items include non-routine, or controversial matters and are listed alphabetically by department. A member of the Board or Staff may request that an item be heard out of order.
Clerk of the Board
5.1Appoint a primary and an alternate committee members for the Northern Sierra Nevada Conservancy.
No fiscal impact.
5.2Discuss and/or provide direction regrading County response to Department of Alcoholic Beverage Control regarding who will make the determination for Public Convenience or Necessity (PCN) for application for an ABC License.
County Administrative Office
5.3Introduce and waiving the reading an ordinance amending Trinity County Code Section 2.64.050 regarding various county fees.
Potential increase in revenues in an unknown amount to various county departments.
