County Administration has contracted with Mr. Goodman for assistance in developing the countywide budget since fiscal year 2015/2016.  During this time Mr. Goodman has provided excellent assistance and insight during the development process.

Administration continues to rely on Mr. Goodman's expertise and financial background to develop balanced budgets and while staff has gained immense knowledge over the last few years working with Mr. Goodman on the development of the Countywide budget, we feel it is important to keep Mr. Goodman on contract at this time to assist in the transition of the new CAO.

This contract amendment changes the term to auto-renew which allows us to continue to have Mr. Goodman assist the department with budget development based on our needs and the availability of Mr. Goodman.  This amendment also increases the cost for the fee study which Mr. Goodman has been working on.  While this process has taken longer than expected, Mr. Goodman is working closely with departments to ensure that a model is being developed that can easily be replecated in years to come without the need for consultant involvement.

1. Approve as presented.
2. Modify amendment.
3. Deny amendment and provide direction to staff.  Denial of this amendment would leave the department without the support of Mr. Goodman for the upcoming budget development cycle as well as unable to pay Mr. Goodmand for the fee study services provided to-date.
